The Transparency Stars program recognizes local government entities that provide easy online access to important financial data. San Angelo ISD has received stars in the areas of Traditional Finances and Debt Obligations for their outstanding efforts in making their spending, revenue, and debt information available.
The following summary data is from the Governmental Fund Statements in the District's Comprehensive Annual Financial Report for the year ended August 31, 2016. Governmental Funds include the District's primary operating fund, i.e. General Fund, Special Revenue Fund for various grants, Debt Service Fund for the payment of interest and principal on all bonds, and Capital Projects Fund to account for the expenditures of bond proceeds.

Tax Rate Trend
The budget reflects the allocation of revenues and expenditures to support the educational programs and services. Each school district in Texas is required by law to prepare annually a budget for the General Fund, the Debt Service Fund, and the Food Service Program. The following budget documents are the original budgets adopted by the Board of Trustees.
As required by the legislature, the district must post the following statement:
San Angelo ISD adopted a tax rate that will raise more taxes for Maintenance and Operations than last year's tax rate.
What the legislature has failed to inform the public is that as your local tax collections increase, the state reduces the amount of funds sent to the district – shifting the responsibility of funding education from the state to the local taxpayers. San Angelo ISD does not benefit from increased local tax collections.

Financial Integrity Rating System of Texas
The Financial Integrity Rating System of Texas (Schools FIRST) is administered by the Texas Education Agency and calculated on information submitted to TEA via the district's Public Education Information Management System (PEIMS) submission each year. The Schools FIRST accountability rating system assigns one of four financial accountability ratings to Texas school districts, with the highest being “Superior Achievement,” followed by “Above-Standard Achievement,” “Standard Achievement” and “Substandard Achievement.” For the 15th year in a row, the San Angelo Independent School District has earned a rating of “Superior Achievement” with a perfect score on the rating criteria.
